Sin perjuicio de la responsabilidad derivada de otras normas, incurrirán en causal de mala conducta que dará lugar a las sanciones previstas en las disposiciones vigentes

Los funcionarios que sin justa causa pretermitan los términos fijados en este Decreto;

Los jefes de las Oficinas de Planeación que en forma inequívoca formulen observaciones a los proyectos de presupuesto municipal sobre aspectos diferentes de los que señala el presente Decreto.
