El Alcalde, dentro del término legal, presentará al Concejo el proyecto de presupuesto municipal, acompañado del concepto definitivo de la Oficina de Planeación sobre el cumplimiento de los requisitos de que trata el artículo 90 de este Decreto. El Concejo se abstendrá de darle trámite al proyecto de presupuesto cuando no vaya acompañado de dicho concepto.
