Como consecuencia de lo previsto en los artículos anteriores de este capítulo, el Ministerio de Obras Públicas y Transporte y el Fondo Nacional de Caminos Vecinales reducirán gradualmente sus plantas de personal en lo referente a las funciones que se les suprimen. Los cargos que queden vacantes deberán ser suprimidos, salvo las excepciones que determine el Gobierno Nacional.
