El Fondo Vial Nacional no podrá construir o conservar vías dentro del perímetro urbano de los municipios que sean capitales de departamento ni en el Distrito Especial de Bogotá. Los contratos que en la actualidad se encuentren perfeccionados se ejecutarán hasta su terminación, pero la conservación y mantenimiento de tales obras estará a cargo de la respectiva entidad territorial.
