El Fondo DRI fijará los criterios, dentro de los cuales las entidades ejecutoras realizarán los programas y proyectos, acordados en los convenios de cofinanciación que al efecto se suscriban y establecerá requisitos especiales de orden técnico, administrativo y financiero para ser incluidos en los contratos que otras entidades celebren con utilización de los recursos del Fondo.
