Los municipios y el Distrito Especial de Bogotá, podrán concurrir, bien con recursos propios, bien con los provenientes de las participaciones en el IVA dispuestas por la Ley 12 de 1986 o con aportes en especie o en servicios, en la cofinanciación, con el Fondo DRI, de programas y proyectos de inversión en el área rural.
