Los municipios y el Distrito Especial de Bogotá prestarán los servicios de que tratan los artículos precedentes, sin perjuicio de la ejecución de programas especiales por parte de otras entidades que tengan la función legal de prestar asistencia técnica en el área rural, las cuales podrán dar apoyo técnico y financiero complementario a las unidades locales de asistencia agropecuaria.
