Los programas de asistencia técnica agropecuaria dirigidos a pequeños productores, que ejecutan el ICA y el Incora, serán transferidos a los municipios y al Distrito Especial de Bogotá, en forma gradual, a medida que estos organicen las unidades de asistencia agropecuarias de que trata este Decreto o asuman la prestación de los servicios por contrato.
