Suprímese el Instituto Colombiano de Construcciones Escolares, ICCE, establecimiento público creado mediante el Decreto extraordinario 2394 de 1968. En consecuencia, este Instituto entra en proceso de liquidación que se realizará en la forma que determine el Gobierno Nacional, el cual deberá concluir antes del 1º de enero de 1990.
