Para la construcción de las obras y para las dotaciones a que se refiere el artículo 18, los municipios y el Distrito Especial de Bogotá, requerirán la aprobación previa de los correspondientes estudios de factibilidad técnica, social, administrativa y financiera por parte del Ministerio de Salud - Fondo Nacional Hospitalario, de acuerdo con la reglamentación que al efecto expida el Gobierno Nacional.
