Los municipios y el Distrito Especial de Bogotá asumirán totalmente las funciones que por este Decreto se les asigna a más tardar el 1º de enero de 1990, para lo cual deberán acordar con el Fondo Nacional Hospitalario y los respectivos Servicios Seccionales de Salud la forma en que se dará cumplimiento gradual a la transferencia del servicio.
