Suprímense, en consecuencia, las funciones que al Fondo Nacional Hospitalario atribuyen los artículos 2º, literal c, y 23 del Decreto extraordinario 687 de 1967 y 37 del Decreto extraordinario 121 de 1976 en lo relacionado con la construcción de obras civiles y la dotación básica y su mantenimiento en las instituciones del primer nivel de atención médica, así como la construcción, dotación básica y mantenimiento integral de los centros de bienestar del anciano.
