La construcción de obras civiles y el mantenimiento integral de las instituciones del primer nivel de atención médica, las inversiones en dotación básica de las anteriores instituciones, y la construcción, dotación básica y mantenimiento integral de los centros de bienestar del anciano, estarán a cargo de los municipios y del Distrito Especial de Bogotá, a lo cual podrán concurrir los departamentos, intendencias y comisarías.
