º El Instituto de Crédito Territorial una vez hechos con este mismo fin por el Departamento del Valle y el Municipio de Cali los aportes del caso, celebrará el contrato respectivo, con base en tales aportes, además de la suma que el mismo Instituto pueda destinar de sus propios fondos para dicha urbanización o construcción de viviendas populares, en el barrio de ''las Delicias", de Cali.
