Facúltase a la Sala Administrativa del Consejo Superior de la Judicatura para adoptar un Plan Nacional de Descongestión, con el fin de contrarrestar los efectos adicionales de congestión generados por el cese de actividades en la Rama Judicial, el cual agudizó la situación existente y retrasó la pronta y cumplida administración de justicia, plan cuyo propósito será reducir los inventarios de procesos en los despachos judiciales, en todas las jurisdicciones.
