Los títulos expedidos a partir de la vigencia del presente Decreto por los establecimientos que contravinieren cualquiera de sus disposiciones no serán refrendados oficialmente por el Ministerio de Educación, ni podrán ser tenidos en cuenta para los efectos de la Ley 43 de 1945 y sus decretos reglamentarios.
