Garantía de la prestación de servicios a través de empresas sociales del Estado. Con el propósito de garantizar el acceso, oportunidad, continuidad y calidad en la prestación de los servicios de salud a través de empresas sociales del Estado del nivel territorial, cuando estas no cumplan el criterio de equilibrio financiero establecido en el presente capítulo, deberán someterse a un programa de saneamiento fiscal y financiero en los términos definidos en el presente capítulo.
