Subsidio de oferta. Con el fin garantizar el acceso a los servicios de salud en las regiones donde las condiciones del mercado sean monopólicas y las empresas sociales del Estado no sean sostenibles financieramente en condiciones de eficiencia, las entidades territoriales destinarán recursos conforme a las condiciones y requisitos que establezca el Ministerio de la Protección Social. En caso de que el Gobierno Nacional lo estime necesario podrá cofinanciar la gestión de dichas entidades.
