ARTICULO 21. Normas comunes a los concursos de méritos . Los concursos de méritos se regirán, en lo que sea compatible por las disposiciones previstas en este decreto para el trámite, la adjudicación, la declaratoria de desierta y en general, el régimen de la licitación publica. Sin perjuicio de las demás inhabilidades e incompatibilidades que consagren las disposiciones vigentes, ninguno de los concursantes podrá tener comunidad de oficina ni ser socio, en sociedades distintas de las anónimas, durante el tiempo del concurso ni un (1) año antes del mismo, con el funcionario coordinador.
