Siempre se podrán presentar propuestas conjuntas, lo cual generará un consorcio, y se regulará por las normas que rijan la materia. En todos los casos el Consorcio generará responsabilidad solidaria de los contratistas para la ejecución y el cumplimiento del contrato.
