ARTICULO 10 . Selección del contratista. Para la celebración de los contratos previstos en el artículo 1, inciso segundo de este decreto, el Departamento podrá seleccionar al Contratista, mediante licitación pública o concurso de méritos, y de manera directa en los casos previstos en este decreto.
