ARTICULO 2o . Requisitos de los contratos . Salvo disposición en contrario, los contratos que celebre el Departamento Administrativo de la Presidencia de la República, se sujetarán a la existencia de apropiación y registro presupuestal; suscripción por el representante legal del Departamento o por quien hubiere sido v válidamente delegado; publicación en el Diario Oficial, constitución de garantías cuando a ello haya lugar, y pago del impuesto de timbre.
