ARTICULO 15 . El presente Decreto rige a partir de la fecha de su publicación; modifica, en relación con las materias que aquí tienen regulación especial para el Departamento Administrativo de la Presidencia de la República, los Decretos ley 1042 de 1978, 204 de 1987 y 100 de 1991, al igual que la Ley 46 de 1990 y demás normas que le sean contrarias y surte efectos fiscales a partir del 1º de julio de 1991.
