Planes y programas de capacitación. De acuerdo con el reglamento que para el efecto expida el Gobierno Nacional y con la política que fije el Departamento Administrativo de la Función Pública, la Dirección de Talento Humano de la Unidad Administrativa Especial de Aeronáutica Civil, Aerocivil, o la dependencia que haga sus veces, formulará los planes y programas de capacitación.
