Artículo tercero. Cuando se trate de vehículos matriculados en los países limítrofes, que no tengan visa de transito expedida por el Cónsul de Colombia, las autoridades aduaneras o la policía fiscal procederá a decomisarlos y a aplicarle las normas del artículo 1º de este Decreto.
