Artículo primero. A partir de la fecha del presente decreto, se consideran de contrabando y estarán sujetos a todas las disposiciones que rige la investigación, juzgamiento y sanciones de esta infracción, las exportaciones que se realicen o traten de realizarse de artículos alimenticios de primera necesidad, tales como arroz, azúcar, panela, maíz, ajonjolí, manteca de cerdo y vegetal aptas para el consumo del ser humano aceites para la mesa y para cocinar, ganado, trigo y harina de trigo, cebada etc.
