ARTICULO 2 o . Gobierno.- En los negocios de carácter particular asignados por la ley al Departamento Administrativo de Seguridad, el Presidente de la República y el Director del Departamento constituyen el Gobierno. El Director del Departamento refrenda y comunica los actos del Presidente y se constituye por el mismo hecho responsable de ellos, en los términos que la Constitución Política establece.
