A partir de la fecha de vigencia del presente Decreto, toda comisión de servicios o estudios al exterior de los funcionarios pertenecientes a la Rama Ejecutiva del Poder Público del sector central y de las entidades descentralizadas, serán conferidas previo concepto impartido por el Director del Departamento Administrativo de la Presidencia de la República.
