El trámite para la celebración de los contratos a quese refiere el numeral 3 del artículo 32 de la Ley 80 de 1993, modificado por el Decreto 165 de 1997, únicamente podrá iniciarse cuando el Jefe del Organismo respectivo haya expedido la certificación a que se refiere el

Parágrafo

del citado numeral. Igualmente deberá expedirse esta certificación cuando se considere necesario prorrogar el plazo o incrementar el valor de tales contratos. Dicha certificación deberá expedirse directamente por el Jefe de la Entidad, quien no podrá delegar tal función.
