°. Modificase el artículo 6° del Decreto 016 de 2011, el cual quedará así: "Artículo 6°. Obligación de Focalizar. Las entidades del Gobierno Nacional, Departamental, Distrital o Municipal y las empresas contratistas del Estado, que ejecuten actividades de construcción de vivienda e infraestructura, mejora de áreas públicas y demás actividades conexas o complementarias a estas que se requieran para la recuperación social, económica y ecológica de las zonas afectadas por el invierno, deberán vincular preferencialmente a las personas que cumplan los requisitos para acceder a un empleo de emergencia de conformidad con el artículo 3° del presente decreto".
