°. Modifícase el artículo 3º del Decreto 016 de 2011, el cual quedará así: "Artículo 3°. Requisitos para acceder al empleo de emergencia . Las personas que deseen acceder a un empleo de emergencia deberán cumplir los siguientes requisitos

Ser mayor de 18 años.

Ser una persona damnificada o afectada por la situación de desastre Nacional declarada, que se encuentre en los registros que para tal efecto disponga el Gobierno Nacional.

Estar registrado en la base del Sisbén y tener un puntaje que lo clasifique en el nivel I o II o pertenecer a la estrategia Red Juntos, de los municipios afectados por la ola invernal".
