Las personas prestadoras de los servicios de que trata el artículo 2º, podrán castigar las obligaciones correspondientes al último período de facturación inmediatamente anterior al 7 de diciembre de 2010, a cargo de los suscriptores y/o usuarios afectados o damnificados por los hechos que dieron lugar a la declaratoria de emergencia económica, social y ecológica.
