Son beneficiarios de las disposiciones especiales adoptadas mediante el presente decreto, los contribuyentes del impuesto sobre la renta y complementarios y del impuesto al patrimonio, los usuarios aduaneros y usuarios de zonas francas, damnificados o afectados por el Fenómeno de La Niña 2010-2011, que se encuentren en los registros oficiales elaborados por el Gobierno Nacional.
