Parágrafo

del artículo 21 de la Ley 60 de 1993 no se aplicará a los recursos que se destinen a atender la calamidad pública a que se refiere el presente decreto, por consiguiente las entidades públicas del orden nacional podrán financiar la construcción de obras en la región afectada con recursos que sean apropiados para tal efecto en el presupuesto respectivo.
