Movilización de personal de sector salud. Adiciónese el artículo 3° de la Ley 1164 de 2007 con los siguientes incisos: "De manera excepcional, el Ministerio de la Protección Social podrá movilizar temporalmente al talento humano asistencial del área de la salud a lugares diferentes de su sitio habitual de trabajo o residencia para atender población afectada por emergencias o desastres. Al personal que se traslade en cumplimiento del presente artículo se le reconocerán y pagarán gastos de transporte, alojamiento y manutención, con cargo a los excedentes de la Subcuenta ECAT del Fosyga".
