°. Criterio de interpretación. Las normas del presente decreto se interpretarán bajo el principio esencial de solidaridad y teniendo en cuenta que las personas afectadas se encuentran en situación de debilidad manifiesta. En consecuencia, las medidas que se adopten, deben estar encaminadas a garantizar el goce de sus derechos fundamentales y su dignidad en armonía con los derechos de terceros. Las medidas de protección son de orden público y de aplicación inmediata.
