Artículo primero. Desde la expedición del presente Decreto corresponde a los importadores de mercancía por aeroexpresos, cualquiera que sea su valor, la presentación de los respectivos manifiestos. Cuando la Aduana suministrare los juegos de formularios de dichos manifiestos, pagará el interesado dos pesos ($ 2) por cada uno.
