° El pago de pedidos de materiales y elementos con destino a la construcción de líneas telegráficas y telefónicas se hará con cargo a la respectiva apropiación regional, y previa constitución por la Contraloría General de la Reserva en los casos a que se refiere el artículo 9° del Decreto número 911 de 1932.
