° La Junta de Compras del Ministerio de Correos y Telégrafos podrá establecer la constitución de garantías previas, especiales o de carácter permanente, para asegurar el cumplimiento de las cotizaciones u ofertas, a las personas naturales o jurídicas, agentes o representantes que tomen parte en licitaciones privadas para la adquisición de elementos o materiales, lo mismo que para el cumplimiento de pedidos adjudicados.
