En ninguna elección o nombramiento de funcionarios o empleados podrán designarse personas sean cónyuges o parientes dentro del cuarto grado de consanguinidad, segundo de afinidad o primero civil, de algunos de los funcionarios que intervienen en la elección o nombramiento, o de los que han participado en la elección o nombramiento de quienes deben hacer la designación.
