La selección para el ingreso o ascenso en la carrera se hará por el sistema de méritos y comprende la convocatoria, el concurso y el período de prueba. Todo concurso será abierto y podrán participar quienes pertenecen a la carrera, al servicio o personas ajenas a ellos.
