Para los efectos del presente Decreto el Gobierno Departamental está constituido por el Gobernador y el secretario o jefe del departamento administrativo al cual se halle adscrita o vinculada la respectiva entidad y por sector administrativo el conjunto de organismos que integran la respectiva secretaría o departamento administrativo y las entidades que le están adscritas o vinculadas.
