La vigilancia de la gestión fiscal en los establecimientos públicos y empresas industriales y comerciales corresponde a la Contraloría Departamental, la cual expedirá para su ejercicio reglamentos acordes con las funciones y actividades que desarrollan dichos organismos, a fin de que estos puedan cumplir con eficiencia sus tareas.
