No son embargables por ninguna autoridad los recursos que reciban las entidades descentralizadas a título de transferencia de la Nación o del respectivo Departamento o como producto de los contratos de empréstito interno o externo que celebren. De sus recursos propios u ordinarios sólo es embargable hasta la tercera parte del valor total de los mismos.
