Los establecimientos públicos y las empresas industriales y comerciales se ceñirán, en el cumplimiento de sus funciones, al acto que las creó y a sus estatutos; y no podrán desarrollar actividades o ejecutar actos distintos de los allí previstos, ni destinar cualquier parte de sus bienes o recursos para fines diferentes de los contemplados en el acto que los crea o en sus estatutos.
