No podrán ser miembros de las juntas a que se refiere el presente Decreto quienes sean funcionarios o empleados de la Contraloría Departamental. Sin embargo, en ejercicio de sus funciones de vigilancia fiscal, podrán concurrir a sus sesiones con derecho a voz pero no a voto, cuando así lo dispongan los estatutos u otras normas especiales.
