En los establecimientos públicos y en las empresas industriales y comerciales, los honorarios que se paguen a los miembros de los consejos o juntas directivas y de los comités o comisiones de los mismos serán fijados por decreto del Gobernador, el cual señalará siempre el máximo de lo que cada miembro puede percibir mensualmente.
