Los representantes legales de los establecimientos públicos y de las empresas industriales y comerciales, presentarán a la secretaría o departamento administrativo al cual se hallen adscritas o vinculadas las correspondientes entidades los proyectos de presupuesto y los planes de inversión de éstas, por lo menos quince (15) días antes de que la respectiva junta o consejo directivo deba comenzar su estudio.
