La autonomía de los establecimientos públicos y de las empresas industriales y comerciales se ejercerá conforme a los actos que los rigen, y la tutela gubernamental a que están sometidos tiene por objeto el control de sus actividades y la coordinación de éstas con la política y programas de la Administración Departamental.
