Las personas jurídicas en las cuales participen los Departamentos y los Municipios, o sus entidades descentralizadas, asociados entre ellos o con particulares, cuando para tal efecto estuvieren debidamente autorizados, se sujetarán a las normas contempladas en los Decretos-leyes 3130 de 1968, artículo 4º, y 130 de 1976, artículos 1º a 5º. Las autorizaciones deben ser dadas previa y expresamente por las Asambleas, los Concejos Municipales y por los actos que hayan creado las entidades que se asocian o constituyen compañías entre si o con otras personas.
